Abstract

This study addressed the financing problems faced by small and medium-sized enterprises in the Libyan economy and the selected sample of managers and staff of the departments of credit commercial banks and the aim of this study is to identify the study of the reality of small and medium-sized enterprises and the criteria classified according to laws and regulations followed in the Libyan economy، and also to the granting of credit standards projects of small and medium followed financial institutions in the Libyan market and see how small and medium-sized enterprises needs and diagnosis of the most important internal problems that hinder the grant funding and of (guarantees، credit information، and feasibility studies) The study used descriptive analytical approach to reach its goals and rely researcher in the study data to prepare a questionnaire composed of group axes tested whether there problems financing facing small and medium-sized enterprises and of the following dilemmas (bank loans، financing non-bank institutions، the requirements for listing in the capital market، resource self) study assumed a funding problems experienced by small and medium enterprises and to test the study hypothesis researcher used test (t) for one sample، the spectrum to test the spirits statistical significance of the averages of answers to the sample in the resolution axes The study found a set of results and foremost of which is that the weakness of the creditworthiness of most of the small and medium enterprises due to lack of project's ability to provide the required guarantees from commercial banks، and not to the loan amount approved granted by banks compared to the needs of capital and operating small and medium enterprises and a lack of plans and programs of executive organs of the state to contribute to solving the problem of small and medium enterprises financing and the weakness of the contribution of the financial sector of the national program is to provide funding and confined to only technical support.
