Universities are currently facing many pressures and challenges stemming from the extreme care they take to achieve their academic goals and to meet both societal needs and the requirements of the labour market. Therefore, the application of good governance helps universities to manage their affairs with more transparency, accountability, independence and freedom. This study discusses the challenges and problems facing universities, the concept and importance of implementing good governance, its standards and models, and its role in reducing administrative and financial corruption. This study finds that universities suffer from administrative and financial corruption, and this is due to many problems, including the weak application of good governance and the absence of transparency and accountability in Libyan university systems. Finally, this study provides a list of recommendations, the most important of which being the issuance of the ‘Law of Governance of Universities’ in Libya, which encourages the Board of Trustees, the Academic Council, the Executive Council and the rest of the Governing Councils to reduce administrative and financial corruption in Libyan universities as a first step in implementing effective governance.Downloads
