Abstract

  The study aims to identify the problems that small enterprises suffer from in terms of obtaining sources of financing (government, bank loans, and self-financing). The study community may consist of all managers of small enterprises affiliated with the Ministry of Industry in Benghazi, which are managed by the private sector. 80) managers, from whom a simple random sample of (66) managers was chosen, and the descriptive and analytical method was used, and the questionnaire was adopted as a study tool, and for data analysis, the SPSS statistical program was used, where some statistical methods were used such as frequencies, percentages, arithmetic mean and standard deviation, And the relative weight and test (T). The results of the study concluded that the most problematic problem for financing small projects is government funding, because there are many individuals who do not know how to manage small projects, in addition to the lack of support and interest from the government in the form of protecting local production, such as exemption from fees and taxes. And that small enterprises face problems in financing through bank loans represented in the lack of interest of banks in granting the required financing, and they also face problems through self-financing represented in the lack of sufficient financial resources for those who want to form small enterprises. The study concluded with a number of recommendations including: -The need for commercial banks to provide adequate support for small projects with a view to achieving economic development and working to solve problems. - The necessity for the government to pay attention and support to small and medium projects, such as exemption from taxes and fees. - Providing the necessary infrastructure to establish small projects and work to protect local production, such as exemption from fees and taxes.
