Abstract

Over the past decade, there has been a sharp increase in interest, accompanied by a more active policy of Turkey towards the regions of sub-saharan africa, especially towards horn of africa. within the broader global strategy for Turkey. Turkey has carved out a niche role through its projection of soft power, economic development and security engagement in the horn of africa. The Turkey african policy gained strength in 2005 with the start of the “opening to africa” strategy. that same year, Turkey secured the observer status at the african union. Turkey relied on forging strategic alliances with countries such as ethiopia, somalia and djibouti. Ankara  knows that the horn of africa has become a vital stage for competition between global and regional powers, and believes it is crucial to secure an advantageous position in the scramble for opportunities on the economic and security fronts. This article seeks to shed light on the strategic understanding of the horn. also, the article intends to provide an explanation of the motives and strategic aim of turkey's foreign policy and an analytical presentation of key aspects of its presence in this area.
